Surcharges on Electronic Benefit Transfer (EBT) transactions are proscribed by an increasing number of states.

The interchange fee schedule for EBT programs has been modified in 16 states and the District of Columbia, with Utah most recently joining that list. In these states, ATM cash withdrawals made with an EBT card on any terminal charging access fees will not generate an interchange fee for the card acquirer.

States that have banned interchange fees on EBT:
